Did Pakistani government claim Bhutto's death was accidental to prevent her from becoming a martyr?

I believe they said it was accidental after Musharraf put Pakistan in martial law to stop all terrorism and that there was no more terrorism in Pakistan only to find out a terrorist killed Bhutto.
