Do you think Askers should be given an IQ or literacy test before they're allowed to ask anything here?

They say there's no such thing as a dumb question, but they haven't seen some of the stuff in here! Maybe there should be a minimum age requirement or something. 10 points for what I think is the "Best Answer" to my dumb question! :))
