A drug/crime movie filmed in dc?

can anyone help mefigure out an old movie,that was filmed in dc,it was a low budget movie,it had some young black kids selling drugs,shootings ect,it must of took place in the early 90 s,that is all the info i can remeber,besides it was a good movie,also it played that dc music all throught it,i know this is not a lot to go on,but maybe someone could help?
